　　5月12日，光大集团董事长李晓鹏受邀出席国际金融协会（IIF）“ESG与绿色发展-中国主题活动”（China Series）线上会议，发表题为《共享阳光，拥抱绿色》的全英文主旨演讲，讲述光大在建设“世界一流金融控股集团”的战略指引下，支持绿色发展和ESG（环境、社会责任和公司治理）领域的“光大绿色故事”。（文末附主旨演讲全文）

　　李晓鹏表示，碳中和为金融业发展带来了机遇。应不断完善升级绿色金融体系，发挥碳市场的金融创新功能，推动碳中和领域的国际合作。光大集团将发挥“金融”和“实业”相结合的优势，继续加快绿色金融发展，全力支持国家绿色发展战略，为绿色发展贡献力量。

　　国际金融协会是具有国际影响力的金融行业协会，目前有来自70多个国家和地区的450多个会员机构，涵盖全球大型银行、资产管理公司、保险公司、主权财富基金、中央银行、多边开发组织等。IIF的主要工作包括：组织会员成立相关议题工作小组，促进有利于全球金融稳定和可持续经济发展的监管、金融和经济政策的出台；提供独立经济金融研究报告，支持全球金融行业的审慎风险管理；定期举办会员年会及各类高级别主题研讨会等。

　　此次“ESG与绿色发展”会议，IIF邀请了中金、摩根士丹利、瑞银、标普、惠誉等相关金融机构及行业专家同场参会，围绕“促进可持续金融发展的政策驱动”和“显著增长的ESG投资需求”等议题展开对话讨论。

　　以下为李晓鹏发言摘要（附中文翻译）

　　感谢总裁先生。我谨对此次会议的召开表示祝贺。

　　Thanks, Mr. President! Congratulations on this great event!

　　早上好，女士们、先生们，很高兴参加今天的重要会议。

　　Good morning, ladies and gentlemen. It is my pleasure to be here today to attend this important  meeting.

　　IIF在疫情环境下举行在线会议，共同讨论ESG和绿色发展的主题，更具特殊意义。

　　In the context of COVID-19, IIF has such China Series online on ESG and green development. It is of special significance.

　　今天我将同各位交流三个方面的内容。

　　Today, I'd like to share 3 points with all IIF guests.

　　第一个方面，碳中和是可持续发展的必然之选。

　　No.1, carbon neutrality.

　　Carbon neutrality is the key to sustainable development.

　　20世纪80年代以来，人类越来越意识到，全球气候变暖、冰川消融、海平面上升等问题既危害生态系统，也威胁人类生存。

　　Since the 1980s, we have been warned by global warming, ice melting, and sea level rising. All those problems have damaged ecosystem, and also threatened our survival.

　　解决气候变暖问题的关键在于碳减排。

　　We struggled to realize, reducing carbon emission is the key to global warming.

　　中国既有经济增长的迫切需求，也在积极参与全球碳减排行动。

　　China not only feels the urgency of economic growth, but also plays an active part in carbon emission reduction.

　　2020年，中国国家主席习近平提出了中国2030碳达峰与2060碳中和的目标。

　　In 2020, Chinese President Xi Jinping set the goals for peaking carbon dioxide emissions, and achieving carbon neutrality, in 2030 and 2060 respectively.

　　2021年3月两会期间，国家领导人进一步明确目标，要扎实做好碳达峰、碳中和工作。

　　In March 2021, during China’s “Two Sessions”, Chinese leaders decided to make solid efforts to realize the two goals.

　　目前，中国政府正在制定2030年前碳排放达峰行动方案。

　　Now, Chinese government is working on detailed action plans for peaking carbon dioxide emissions.

　　这些努力彰显了中国政府积极应对气候变化、走绿色低碳发展道路的决心。

　　All those showed China is prepared to fight against climate change, and follow the path of green, low-carbon growth.

　　在金融领域，早在2016年，中国人民银行等七部委就联合印发了《关于构建绿色金融体系的指导意见》。

　　As for financial sector, in 2016, 7 Chinese government departments, including PBOC, the central bank of China, jointly issued the Guidelines for Green Financial System.

　　当前，中国金融企业正努力转型发展，在大力推动绿色金融业务的同时，积极寻找、发掘新产业下的潜在商机，实现了“效益”与 “公益”的双赢。

　　Now, Chinese financial enterprises are working hard on greener growth model. We are promoting green finance business, and looking for new potential industries. Thus, in both public benefit and business return, we have gained rewards.

　　第二个方面，光大绿色故事。

　　No.2, Everbright green story.

　　光大集团是中国大型综合金融控股集团，拥有金融全牌照和特色实业优势。助力绿色发展，光大责无旁贷。在为绿色发展做贡献的同时，我们也实现了自身的发展壮大。

　　As a large comprehensive financial holding group, China Everbright has full financial licenses, and featured industries. In green development, Everbright is also shouldering its due responsibilities, while maintaining its growth momentum.

　　我们今年取得了“两升”的成绩。

　　第一“升”：2015至2020年，光大集团世界500强，排名从420位上升至253位；第二“升”：在2020年度“世界品牌500强”榜单中，光大集团位列第301名，较去年大幅提升101名。

　　So far, we have achieved two “leaps”.

　　First leap is, from 2015 to 2020, our “Fortune Global 500” ranking up to 253rd, from 420th.

　　Second leap is, in the “World’s 500 Top Brands 2020”, ranked 301st, up 101 places from 2019.

　　当前，光大集团正致力于发展财富、投资、投行、环保、旅游、健康六大战略业务单元（E-SBU），这里，“E”代表“电子化”（Electronic）、“光大”（Everbright）和“生态圈”（Ecosphere），全力打造以“财富管理”和“民生服务”为特色的世界一流金控集团。

　　Now, Everbright is committed to developing 6 E-SBUs. It means strategic business units. Here, “E”means Electronic, Everbright, and Ecosphere, which covers wealth, investment, investment banking, environment protection, tourism, and healthcare. Our goal is to grow into a world-class financial holding group, with excellent wealth management and livelihood services.

　　在实现自身发展的同时，光大集团发挥“金融”和“实业”相结合的优势，为绿色发展贡献力量。

　　To achieve this, we spare no effort to leverage on our finance and industry advantages for green development.

　　光大集团旗下，拥有商行光大银行、跨境投资公司光大控股、全球第一的垃圾发电投资运营商光大环境，均在绿色发展方面积极开拓实践，取得了一定成就。

　　Under the Group, Everbright Bank, our commercial bank, Everbright Limited, our cross-border investment arm, and Everbright Environment, a global No.1 waste-to-energy operator, have all made successful green explorations and accomplishments.

　　光大是中国首个一站式环境综合治理服务商、打造国内首支完整采用ESG标准的股权投资基金、境外发行绿色债券、投资生态环保金融债券、承销发行绿色资产支持票据、发行ESG主题理财产品等。

　　Which include: being China’s first one-stop environmental solution provider, developing an ESG investment system and the first PE fund in China with ESG standards, issuing overseas green bonds, investing in financial bonds for environment protection, underwriting RMB green-asset-backed notes, launching ESG wealth management product, and so on.

　　今年初，光大集团发布了《关于落实碳中和目标要求推进绿色可持续发展的指导意见》的通知，明确建设“绿色光大”的发展目标，要求全系统贯彻落实低碳转型举措，助力绿色可持续发展。

　　In the beginning of this year, Everbright issued the Guidelines for Achieving Carbon Neutrality and Promoting Green and Sustainable Development, in which the goal to build a “Green Everbright” is clearly stated. We will further low-carbon transformation across the whole Group, in order to promote green and sustainable development.

　　女士们、先生们，最后一方面，对绿色发展的一些想法。

　　Ladies and gentlemen, last but not least, some opinions for you.

　　绿色发展是当前全球经济可持续发展的重要力量，也是中国对外开放、促进双循环新发展格局的庄严承诺。

　　For the world, green development serves as a driving force for global economic growth. For China, it is our solemn commitment to further opening up and “dual circulation” development.

　　中国光大集团，作为金融央企国家队，将继续加快绿色金融发展，尽职尽责，全力支持国家绿色发展战略。在此，我想和诸位分享四点想法。

　　As a national financial team, China Everbright, will continue to promote green finance and better perform our duty to serve the national green development strategy. So I would like to share with you 4 opinions.

　　首先，碳中和为金融业发展带来了机遇。低碳转型需要大量投资。专业人士指出，今后30年，碳中和为中国带来的投资机遇将超过100万亿人民币。

　　First, more investment opportunities. Low-carbon transformation requires huge investment. Experts estimated that, in the next 30 years, carbon neutrality will bring over RMB100 trillion of investment to China.

　　其次，绿色金融体系需要不断完善升级。推进绿色金融立法是发展方向，将低碳因素纳入绿色金融标准，将使绿色信贷投向更准、效果更佳。

　　Second, better green finance guidance. To promote green finance, legislation is a direction. We should incorporate low-carbon factors into green finance standards, to provide green credit in a more targeted and effective manner.

　　第三，发挥碳市场的金融创新功能。鼓励更多主体进入碳交易市场，并开发丰富的碳金融产品，提升金融服务在碳市场的活跃度和影响力。

　　Third, more innovative carbon-finance products. We should encourage more entities to enter the carbon market, develop innovative products, to boost the vitality and influence of financial services in the carbon market.

　　第四，推动碳中和领域的国际合作。广泛开展国际绿色发展交流，探索金融支持“一带一路”低碳发展路径，积极推动绿色金融跨境合作。

　　Fourth, more international cooperation. More international exchanges on green development are expected, in order to explore financial ways of supporting BRI low-carbon development, and promote cross-border cooperation on green finance.

　　在此，我也想对IIF选择ESG和绿色发展作为会议主题，表示衷心的感谢。“生存和发展”是人类永恒的议题。唯有坚持绿色发展之路，才能真正行稳致远。

　　Finally, I would like to thank IIF for choosing ESG and green development, such a wonderful topic for this meeting. “Survival and development” is an eternal issue for all mankind, and only green development can ensure long-term stability and prosperity.
